He is safe enough and comfortable enough to know that his job or position or housing are never going to be threatened by immigration, for instance. But he can still say nasty things about any he chooses to - Liverpudlians, for example - and gets away with it because he says in a bumbly sort of way what a lot of far right wingers believe but can't say so prettily.
