		<description>It certainly to me seems to be more about gestures and appearances than any real change, and certainly the supermarkets will do well out of this. A decade ago they wanted to charge for bags but the consumers didn't like it, now the government is forcing the consumers to do what they were told all that time ago and give supermarkets their profits without ANY kind of plan for where the money will be spent and without any such noise being made about the level of plastic and environmentally unfriendly materials used by packagers.</description>
